Handwritten Option Added To Train Order System

After quite some whining from potential (technology challenged) dispatchers I have added the ability to print a blank Form19 and blank FormCI to be hand written.  The address line will still be generated.  But the actual train order or conductor instruction wording will be blank.

A word of caution.  Any dispatcher found using this in possession of a smart phone will be severely disciplined.  (Anyone that can use a smart phone can use the Train Order system to its fullest.)
