More Train Order System Changes

After reading an article in the October 2016 Dispatcher's Office about Form A clearances and seeing the reference to messages (known as Conductor Instructions on the E&P)  I thought about including a reference to the Conductor Instructions (CIs) on my Form A clearances.  But this would take quite a bit of work because the current process was not geared along these lines.

However with the necessity of having standing orders (for the mixed train train #30) and in yet another attempt to get the attendees to read, I decided to change the Train Order system processing to include references to the CIs on the Form A clearances.

Those changes have been made and tested.  (They will be tested one more time before the next session.)  So now the Form A clearance will list the number of Conductor Instructions that are associated with it and if the dispatcher tries to make a Form A clearance complete with outstanding Conductor Instructions the system will not allow him to proceed.  Just like with missing Form 19s, any missing Form CIs must be created before the Form A clearance can be made complete and printed.

At least this way there will be a paper trail whether it is read or not.
