OPSig Article available to non members

My article that was published in the July 2012 OpSig Dispatcher's Office is available to non members at http://www.opsig.org/doff/aotq.shtml.  I don't know how long it will be available but for now non members can get to it.  Just remember figure 4 is incorrect.  It has the N&W interchange listed four times and it should only be listed once.  Two of the N&W listings should be for the Southern and for the RF&P.
